(University of Delaware, 1999) has served as a Policy Analyst for KIDS COUNT in Delaware since 2004. From 2001 to 2007 she held the position of Assistant to the CCRS Director, and prior to that, worked as an Evaluator at the Delaware State Incentive Grant for Substance Abuse Prevention. Ms. Barlow received the Delaware State Incentive Award in 2003 and the Milton & Mary Edelstein Prize for Community Development and Public Service from the University of Delaware’s School of Urban Affairs and Public Policy in 1999.
